{"id":3462,"date":"2026-07-08T18:57:00","date_gmt":"2026-07-08T16:57:00","guid":{"rendered":"https:\/\/nasahercegovina.com\/?p=3462"},"modified":"2026-07-08T20:01:54","modified_gmt":"2026-07-08T18:01:54","slug":"koliko-zaista-kosta-kupovina-stana-u-srpskoj-notari-hipoteke-i-skriveni-troskovi","status":"publish","type":"post","link":"https:\/\/nasahercegovina.com\/?p=3462","title":{"rendered":"Koliko zaista ko\u0161ta kupovina stana u Srpskoj: Notari, hipoteke i skriveni tro\u0161kovi"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Kupci nekretnina u Republici Srpskoj obi\u010dno vjeruju da je najte\u017ei dio posla iza njih kada prona\u0111u odgovaraju\u0107i stan i dogovore cijenu, a onda se suo\u010de s hrpom papirologije i dodatnim tro\u0161kovima koji nerijetko prelaze i nekoliko hiljada maraka.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notarske usluge, upis vlasni\u0161tva, procjena nekretnine, hipoteka, osiguranja i brojne takse samo su dio onoga \u0161to moraju platiti prije nego \u0161to preuzmu klju\u010deve. Cijela procedura, od pronalaska stana do uknji\u017eavanja vlasni\u0161tva, u prosjeku traje oko dva mjeseca, ali se nerijetko i produ\u017ei.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tako \u0107e, na primjer, za stan vrijedan od 150.000 KM do 200.000 KM obavezni tro\u0161kovi notara i upisa vlasni\u0161tva sigurno prema\u0161iti&nbsp;<strong>1.000 maraka<\/strong>&nbsp;i to samo ako nije kupljen na kredit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Predsjednik Notarske komore RS Borislav Radi\u0107 obja\u0161njava za&nbsp;<strong>CAPITAL<\/strong>&nbsp;da nema velike razlike u kupovini stanova u novogradnji i starogradnji, ali da u nekim slu\u010dajevima mogu nastati dodatni tro\u0161kovi.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><u>Na kredit duplo skuplje<\/u><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<strong>Kupac \u0107e platiti otprilike od 1.000 KM do 1.100 maraka za dodatne tro\u0161kove. Ako se kupuje stan kreditom, onda se mora ra\u010dunati tro\u0161ak od jo\u0161 toliko<\/strong>\u201c, ka\u017ee Radi\u0107.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iako zakon propisuje da kupac i prodavac solidarno snose tro\u0161kove, u praksi gotovo sve obaveze padaju na teret kupca, ka\u017ee Radi\u0107.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<strong>Imao sam slu\u010daj da zavr\u0161imo sve za tri dana, ali i onaj kada se probiju rokovi i onda potpisuju aneksi. Mi u ugovorima naj\u010de\u0161\u0107e, ako je idealna situacija, ostavimo rok do 60 dana za realizaciju, ali se de\u0161ava da se taj rok probije<\/strong>\u201c, ka\u017ee Radi\u0107.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prvi korak je, obja\u0161njava, notarski ugovor koji za stan ove vrijednosti ko\u0161ta&nbsp;<strong>od 550 KM do 650 KM<\/strong>. Potom se pla\u0107a upis vlasni\u0161tva u katastru, a za stan od 200.000 KM iznosi&nbsp;<strong>400 KM<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Na ovo ide i taksa od&nbsp;<strong>50 KM<\/strong>&nbsp;za tro\u0161kove katastra, dakle 450 KM za Republi\u010dku upravu za geodetske i imovinsko pravne poslove Republike Srpske (RUGIPP).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<strong>Kupovina na kredit donosi nove obaveze. Pored kupoprodajnog, zaklju\u010duje se i poseban notarski ugovor o hipoteci, \u010dija cijena za kredit ove vrijednosti iznosi izme\u0111u 550 i 650 KM. Nakon toga slijedi i upis hipoteke u katastar po istoj tarifi kao i upis vlasni\u0161tva<\/strong>\u201c, ka\u017ee Radi\u0107.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><u>Jo\u0161 tro\u0161kova<\/u><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Me\u0111utim, u praksi kona\u010dan ra\u010dun \u010desto bude i ve\u0107i od onoga \u0161to pokazuju notarske tarife, jer dodatne tro\u0161kove donosi i procedura odobravanja stambenog kredita.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kupci koji finansiranje obezbje\u0111uju putem kredita moraju ra\u010dunati i na zahtjeve banaka, od platnih lista, preko potvrde o zaposlenju, vjen\u010danih listova i druge dokumentacije.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kod kupovine stana na kredit banka gotovo uvijek tra\u017ei procjenu ovla\u0161tenog vje\u0161taka, a taj tro\u0161ak naj\u010de\u0161\u0107e snosi kupac. U praksi se ovaj iznos kre\u0107e izme\u0111u&nbsp;<strong>200 i 250 KM<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iskustvo jedne Banjalu\u010danke, koja je stan kupila na kredit direktno od investitora, pokazuje da se tokom postupka mogu pojaviti i tro\u0161kovi na koje kupci uop\u0161te ne ra\u010dunaju.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ka\u017ee da je nedavno finalizirala kupovinu stana od 90 kvadrata u novogradnji na kredit i da je tokom kupovine osjetila koliko prikupljanje dokumentacije i probijanje rokova mogu pove\u0107ati kona\u010dan ra\u010dun.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U banci su od nje tra\u017eili da otvori ra\u010dun i ugovori premium paket \u010dije odr\u017eavanje ko\u0161ta izme\u0111u 15 i 20 KM mjese\u010dno.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<strong>Nije mnogo, ali na 20 godina se skupi fina suma od najmanje 3.600 KM. Morala sam da platim i osiguranje kredita, jednokratno, \u0161to je iznosilo 1.350 KM. Ovaj iznos se mora uplatiti prije nego \u0161to kredit bude uop\u0161te odobren. Procjenu stana platila sam 250 KM, s tim da nije bilo obrade kredita, pa to nismo morali da platimo<\/strong>\u201c, objasnila je ona.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><u>Dva osiguranja<\/u><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ka\u017ee da je potom morala da plati i polisu \u017eivotnog osiguranja sa minimalnom premijom od 550 KM godi\u0161nje, koju mo\u017ee da isplati nakon deset godina, \u0161to je oko 17.000 KM.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prvi notarski ugovor sa investitorom platila je 970 KM, a nakon toga i novih 350 KM aneks zbog produ\u017eenja roka za isplatu. Kada je sve odobreno, platili su jo\u0161 970 KM za ugovor o kreditu sa bankom i investitorom.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<strong>Dodatni tro\u0161ak se pojavio zato \u0161to smo kupili stan direktno od investitora zbog \u010dega nam je trebao list nepokretnosti za kompletnu zgradu. Investitor ovaj dokument vadi svakih \u0161est mjeseci, a kupac ne mo\u017ee banci da prilo\u017ei stariji od 30 dana. U mom slu\u010daju list je bio stariji, a investitor je na jednoj parceli napravio dvije zgrade sa \u010detiri lamele, a ja sam morala da izvadim 29 listova, za svaki stan pod hipotekom. Platila sam svaki po 15 maraka \u0161to je 435 KM. Nakon toga smo platili uknji\u017eavanje hipoteke 580 KM<\/strong>\u201c, ka\u017ee ona.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Radi\u0107 obja\u0161njava da se dodatni izdaci \u010desto pojavljuju i zbog administrativnih procedura, naro\u010dito ako se probiju rokovi za realizaciju kredita, \u0161to donosi nove tro\u0161kove.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do probijanja rokova dolazi kada kupci ne prikupe dokumentaciju na vrijeme, kada kasni obrada zahtjeva u banci ili zbog drugih administrativnih razloga. De\u0161avalo se da kupac ne skupi dokumentaciju, da mu direktor ne potpi\u0161e potvrde, pa \u010dak i da je bankarski referent na godi\u0161njem odmoru i ne realizuje zahtjev za kredit na vrijeme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ako novac nije ispla\u0107en u roku predvi\u0111enom ugovorom, naj\u010de\u0161\u0107e se zaklju\u010duje aneks, a u pojedinim slu\u010dajevima potpisuje se novi ugovor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<strong>Ponekad stranke ne \u017eele aneks, nego potpisuju novi ugovor. Ina\u010de, aneks se pla\u0107a u visini od 50 odsto cijene osnovnog ugovora, \u0161to je u na\u0161em primjeru 250-300 KM<\/strong>\u201c, obja\u0161njava Radi\u0107.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><u>Malo statistike<\/u><\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ina\u010de, pro\u0161le godine u RUGIPP-u je registrovano je ukupno 18.172 kupoprodajnih ugovora u kojima je prometovano ukupno 37.950 nepokretnosti, \u010dija je ukupna ostvarena cijena pribli\u017eno 1,37 milijardi \u041aM.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prosje\u010dna cijena stana po kvadratnom metru u Republici Srpskoj iznosila je 2.567 \u041aM po metru kvadratnom i za oko 115 \u041aM je vi\u0161a nego 2024. godine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kupci nekretnina u Republici Srpskoj obi\u010dno vjeruju da je najte\u017ei dio posla iza njih kada prona\u0111u odgovaraju\u0107i stan i dogovore cijenu, a onda se suo\u010de s hrpom papirologije i dodatnim tro\u0161kovima koji nerijetko prelaze i nekoliko hiljada maraka.
